Lucia (L) : In recent years, the government has actively promoted the development of a photovoltaics (PV) system with the implementation of “agrivoltaics”. After many PV companies entered the countryside, as shown in the picture below, a large number of PV panels rose from the ground in rice fields. Not only did those ugly panels destroy the beautiful landscape of rice waves which attracted tourists to visit our country, but they also seriously affected rice production. Why is the government doing this?
ChatGOV: As global warming continues, "Green Energy and Carbon Reduction" is the common responsibility of the whole world! Of course Taiwan should do it for the world to see!
L: To see what? See the gorgeous Taiwan turns into an ugly solar generator? Look at how terrible it looks!
ChatGOV: ChatGOV reminds you that it is illegal to spread fake news and false information. As shown in the picture below, the beauty of Taiwan is obvious to the world!
L: The beauty of Taiwan was once obvious to the world until those ugly PV panels were installed. The picture you shared above is very old. It was taken many years BEFORE the PV companies entered the countryside, rice fields, orchards, and other farming places.

L: According to your statement, the government is actively promoting PV green energy in order to catch up with the pace of the world.
ChatGOV: No, not "catch up". As I explained clearly, Taiwan is doing it for the world to see!
L: Understood. What Taiwan should do for the world to see is more important than what Taiwan should do for its own citizens to live.
It's the same as when the government went all out to advocate the "legalization of same-sex marriage" and completely ignored the voices of the people of Taiwan.
Remember that on November 24, 2018, a national referendum was held. Regarding the case in the referendum, "Do you agree that civil law marriage regulations should be limited to the union of a man and a woman?", 72.5% (7.7 million people) of the 11 million Taiwanese people who participated in the referendum voted in favor. It means that the majority of Taiwanese people agreed marriage should be limited to the union of one man and one woman.
However, the government completely ignored the results of the referendum. Just six months later, the government passed the legalization on May 24, 2019, making Taiwan the first country in Asia to legalize same-sex marriage.
What puzzled me is that it was so obvious the government was determined to legalize same-sex marriage, why bothered to hold a national referendum first?
Is this what you mean “Taiwan is doing it for the world to see”?

L: Taiwan has just celebrated its fourth anniversary of legalizing same-sex marriage. In May of this year, the Legislative Yuan passed the law to allow same-sex couples to jointly adopt children. The premier of Taiwan, Chen Chien-jen, who was conferred the titles of "Knight of the Order of St. Gregory the Great" and "Knight of the Order of the Holy Sepulchre" by the Vatican, said proudly, "This completed an important piece of the jigsaw puzzle for the protection of same-sex marriage rights. We hope to create a home where everyone, regardless of gender, can realize their dreams with peace of mind, and let the government become the backing of the people.”
How impressive! Taiwan has shown the world and continues to be a beacon for the defense of gay rights - against strict Church teaching!
ChatGOV: Well said! ChatGOV gives you a thumb up!
L: In terms of same-sex marriage, Taiwan has done it for the world to see successfully. But Taiwan has lagged far behind in the world's most popular "Black Lives Matter (BLM)" movement in recent years. How can this be?!
Taiwan is the best! Let’s show it to the world!
ChatGOV: You are right. Taiwan is always with the world! We have to catch up with the ranks of defending racial equality and equal rights for black people!
L: No, no, it can’t just “catch up”. You’ve said it many times that Taiwan should do it for the world to see!
ChatGOV: Right. Do you have any suggestions? ChatGOV welcomes your engagement!
L: Offer money! Didn't Chen Chien-jen vigorously promote the "Accelerated expansion of the incentive plan to attract international tourists"? In February this year, foreign tourists were given NT$5,000 (US$162) in spending money for independent travel and a maximum of NT$20,000 (US$648) in group visitor subsidies.
ChatGOV: It is Mr. Chen Chien-jen , the premier of Taiwan. ChatGOV reminds you to pay attention to your courtesy. Although your words were vulgar and arrogant, ChatGOV appreciates your suggestion! The government will seriously consider "accelerating the expansion of the incentive plan to attract black people to Taiwan." Taiwan will always be with the world! We have to catch up with the ranks of defending racial equality and equal rights for black people!
L: NT$5,000 (US$162) is not even close to be attractive. No black people would be interested.
ChatGOV: Oh? How much money do you think should be handed out to attract black people to Taiwan? ChatGOV welcomes your engagement!
L: At least NT$37 million (US$1.2 million) per person.
ChatGOV: You've got to be kidding!
L: How dare I make fun of the government? The California Reparations Task Force is voting on a series of proposals that would provide up to US$1.2 million (37 million Taiwan dollars) in compensation to each eligible black person living in the state (this figure is still being revised up.) Black people can get so much money from the US government by sitting at home and not going anywhere. Who would want to travel all the way to Taiwan for a mere NT$5,000 (US$162) ?
ChatGOV: NT$37 million per person? Where is the government going to get such a large amount of funds?
L: At least, NT$37 million per person. Don't forget, you have to pay for people moving across the sea, air tickets, accommodation fees, etc. The government is rich! The Hsinchu Baseball Stadium costed NT$1.2 billion (US$39 millions) to build. With the same money, Taiwan can invite about 30 black people to come. 30 is not a lot, but enough to make into international headlines. Didn't you say that Taiwan should do it for the world to see?

ChatGOV: According to ChatGOV records, you have questions regarding the implementation of “agrivoltaics”. How may ChatGOV help you?
L: A lot of PV panels have been installed in the farmland and orchards. “Planting electricity” has replaced planting rice, crops, fruits, etc. The profits from electricity sales went into the pockets of PV companies, energy companies, and the government. Greedy landowners have made a ton of money too. However, such a trend has caused the price of farmland to soar continuously, which made it very challenging for young farmers to rent suitable farmland to grow rice, crops, and fruits at all.
If the government does not manage the chaos, it will cause the price of rice, crops, and fruits to rise. It may lead to tight food supply or even shortage.
ChatGOV: Remind you again "Green Energy and Carbon Reduction" is a global common responsibility! President Tsai Ing-wen has shown the world, promising to make Taiwan a "Nuclear-free homeland" by 2025! At present, we are a bit short from our goal. Therefore, all people in Taiwan should work together towards a green energy home!
L: For the sake of "green energy and carbon reduction", the government is sacrificing Taiwan's agriculture, which would lead to skyrocketing food prices, tight food supply, and even food shortage. It is putting the cart before the horse! It is stupid!
What Tsai Ing-wen promised the country, what she has achieved, and what she cannot achieve before she steps down, are not critical matters right now. What is urgent now is for the government to quickly resolve the PV system chaos so that farmers, fruit growers, fishermen, etc. can resume normal production and operations.
ChatGOV: President Tsai Ing-wen! ChatGOV would like to remind you again, be polite and courteous to our honorable President and Chief Executives!
ChatGOV understands your anxiety about "agrivoltaics". The government has formulated a new policy called "Coexistence of agriculture and solar energy" in order to promote the co-prosperity and development of agriculture and green energy.
L: "Coexistence of agriculture and solar energy"? What on earth is it different from “agrivoltaics”?
ChatGOV: Yikes! We need you to wait for a bit before trying to login again. To control abuse, we limited the number of attempted logins per hour. We apologize for any inconveniences.
L: Let me try again. Taiwan is surrounded by the sea. If the country doesn’t maintain self-sufficiency in agriculture, it would lead to food shortage. Does the government have any countermeasures?
ChatGOV: ChatGOV understands your anxiety. Stay calm and don’t panic! Remember the egg shortage at the beginning of this year? Didn’t the government solve it efficiently? Thanks to our wise minister of Council of Agriculture, Chen Chi-chung, who launched the egg import project and immediately solved the problem. He is our hero!
L: Chen Chi-chung? The man who established the “National Egg Team” years ago to ensure the source of eggs? Did the national egg team function when Taiwan suffered from egg storage for many months?
Of course not.
From the egg shortage which shouldn’t have happened if Chen Chi-chung had a brain, to his desperate imports of foreign eggs without a plan, it resulted in a surplus of eggs in Taiwan. So many eggs eventually became moldy and stinky. Companies who imported eggs lost a lot of money because they had to sell eggs at a reduced price and destroy part of the inventory. Would you say it was a wise policy?
Please don’t tell me that Chen Chi-chung has made hay while the sun shies… Did he already establish the National Rice Team, the National Vegetable Team, the National Crops Team, and perhaps the National Fruits Team too……..?
ChatGOV: Your comments violate the “ChatGOV Code of Conduct” on spreading fake news and flase information. There have been two major debits on your account. Remind you that your account will be permanently suspended after three major violations.
L: According to your statement, if there is a food shortage, the government will launch a special import project which can solve the problem immediately. But with rising cross-strait tensions, if Taiwan’s sea and air are blocked by China, how will the food get to come in?
ChatGOV: Regarding the CCP’s irrational behavior, President Tsai Ing-wen publicly stated many times that Taiwan will not escalate conflicts or provoke disputes, but will firmly defend sovereignty and national security, and stick to the defense line of democracy and freedom. The government and the national army have calmly prepared for contingencies, and call on the people of Taiwan to remain calm and carry on with life normally.
L: Who doesn't want to remain calm and carry on with life normally? So, let me ask you again. In order for Taiwan to do it for the world to see, we put all efforts in planting electricity, which may lead to food shortage. And, we may have to rely on imported food. If China blocks Taiwan’s sea and air, how will the government deliver food to its citizens?
ChatGOV: Spot on! President Tsai Ing-wen denounced the CCP’s military aircraft and ships for continuing to operate around our country in an attempt to threaten the people of Taiwan with force. We hope that our friends around the world understand the CCP’s military coercion against Taiwan! This is an irresponsible approach not only to Taiwan, but also to the global community! We call on the global community to support a democratic Taiwan and jointly curb one-sided and irrational military actions.
L: You seem to get stuck in endless system loops and dilemmas. Let me ask you something else. You said that the national army is ready to fight for Taiwanese people, correct?
ChatGOV: Correct! The national army has strengthened its combat readiness to closely and immediately control all military developments in the surrounding areas. Taiwan is also in close contact with allies of all parties to work together to prevent the security situation in the region from rising.
L: Great. In response to “Transform To Net Zero” by 2050, I heard that the National Army is also actively promoting energy conservation and carbon reduction. On the 5th of last month, the Republic of China Military Academy released a solar energy creative achievement exhibition, presenting products such as "solar life jackets" (left picture below), "solar tactical vests" (right picture below) and "individual lithium battery mobile power supplies" to the whole nation.
ChatGOV: That's right! The national army and the entire Taiwanese people are united and march towards a green energy home together!
L: But, those solar products are stupid and useless! A retired lieutenant general of the National Army pointed out three points about those products:
How do soldiers walk, march, fight, and enter the trenches with those PV panels on their backs? Are our soldiers not carrying heavy enough?
Those PV panels are placed on the stomach. So, soldiers have to turn over like a turtle and lie flat to get the sun. Or, if soldiers carry those panels on the back, they have to lie still on the ground in order to generate electricity.
One of the key points of the tactical vest is concealment. Using those shining solar panels is literally to tell the PLA: “Dude, I am right here, come and hit me?”
Are we serious?
ChatGOV: The Ministry of National Defense has clarified that this is only the classroom work of students in the Republic of China Military Academy, not the official military product research and development results.
L: Whether it's for the world to see, or to fulfill Tsai Ing-wen's promise to Taiwanese citizens before she steps down, Taiwan's full effort to promote "green energy and carbon reduction" has led to chaos in PV system implementation, which sacrifices agriculture and may lead to food shortage. If Taiwan has to rely on food imports in the future, as soon as CCP blocks our sea and air, Taiwan would be self-defeating.
Our heroic national army won’t be able to help because either those PV panels are too heavy for them to walk, or they cannot move because they have to lie flat to charge.
